Expert comments on first year of new Dagestani president's rule
Read on the website Vestnik KavkazaA year ago, on January 28, 2013, the deputy head of the State Duma's committee for federal system and local governments, Ramazan Abdulatipov, was appointed as the acting president of the Dagestani Republic. Vestnik Kavkaza discussed the results of the first year of his rule with Professor of Moscow State Linguistics University Alan Kasayev.
The expert notes that one year is not enough to decide whether the president's rule was successful or not, especially in such a republic as Dagestan, where there are a lot of unsolved problems in the spheres of justice, agriculture and self-government.
According to the expert, Abdulatipov didn't manage to solve any of these problems, but he made several important steps. One of them was the arrest of Makhachkala mayor Said Amirov, who was once very powerful, the expert says.
The most acute problem, which is still to be solved, is terrorism, Kasayev says. The number of terrorist attacks is still great and doesn't seem ready to drop any time soon, the expert notes.
