Andrey Kelin: "OSCE observers should reduce tensions in Ukraine"

Russian Envoy to the Organization for Security and Cooperation in Europe Andrey Kelin talks about the special mission sent to Ukraine and the steps OSCE is taking in order to stabilize the situation in the country. The OSCE decided to send a group of observers to Ukraine on March 21, 2014.
