Amnesty for 3999 prisoners in Turkmenistan

The President of Turkmenistan granted amnesty to 3999 convicts, Turkmenistan.ru reports. Some of them are foreign citizens.

The amnesty is timed to mark the Muslim celebration of Ramadan.
