Afghan leaders to open dialogue with Talibs

The President of Afghanistan Hamid Karzai declared his intention to form a special council to negotiate peace with the Taliban movement, RBC reports.

This council will embrace former members of the Taliban, jihad leaders and women. The official declaration of its composition will be issued next week.

The international community approved this gesture at the international peace conference in Kabul in June.
