Oleksandr Turchynov, speaker of the Ukrainian parliament and acting president, expressed readiness to start a dialogue with the Donetsk and Lugansk oblasts for stability and economic development of the democratic and independent Ukraine, RIA Novosti reports.

However, the acting president emphasized that only people putting down weapons voluntarily and not responsible for murders could expect amnesty.

Turchynov added that the government had never organized punitive operations in the east of the country.

Co-chair of the government of the self-proclaimed “Donetsk People’s Republic” Denis Pushilin confirmed readiness to negotiate. He accused Kiev of lying and refusing to fulfill obligations.
