Mikhail Gorbachev offered Eduard Shevardnadze the post of USSR foreign minister in 1985. The Cold War ended and Russian-U.S. relations improved, Germany united and the Warsaw Pact collapsed while he was in office.

In 1991 he resigned as foreign minister and became the head of the Foreign Political Association. In March 1992 he returned to Georgia and became the head of the State Council of the Republic, formed after the ousting of Gamsakhurdia. In October 1992 he became head of state and speaker of parliament.

Shevardnadze was elected president on November 5, 1995. He was re-elected by about 80% of voters on April 9, 2000.

In June 1992 he signed the agreement on principles of settling the Georgian-Ossetian conflict in Sochi in June 1992. The situation in Abkhazia deteriorated that summer. In May 1994 Georgia and Abkhazia signed a ceasefire agreement under Russian mediation in Moscow in May 1994. In June the CIS Collective Peacekeeping Forces entered the conflict zone.

The deteriorating economy and the unsettled Georgian-Abkhaz and Georgian-Ossetian conflicts caused the Rose Revolution on November 23, 2003, forcing Shevardnadze to resign.

The politician published a book entitled “Speculations About the Past in the Future” in 2006.

Shevardnadze received 5 Lenin Orders, Orders of the October Revolution, Labour Red Banner Order, medals, foreign awards. He is a Hero of Socialist Labour, laureate of many foreign premiums, a Doctor of Harvard, Boston, Atlanta, Los Angeles and Trieste Universities.
