Sergey Ivanov, the head of the Russian Presidential Administration, said that Russia and China were not planning to form a military alliance, despite active development of relations, ITAR-TASS reports.The official emphasized that cooperation between the two states did not target any other country. He added that there were no goals to transform the SCO into a military organization.
