Kadyrov: Grozny has to become youth capital of North Caucasus The Chechen leader, Ramzan Kadyrov has said that Grozny should become the youth capital of the North Caucasus. "I have taken the task of turning Grozny into the youth center of the North Caucasus," Ramzan Kadyrov wrote on his page on Instagram. To achieve this goal, according to Kadyrov, the region needs to create an atmosphere of hospitality.
