Dagestani farmers need to increase production of agricultural products in two months. The republic produces over 1,300,000 tons of fruits and vegetables annually and consumes only 600,000 tons of them. Locals produce only 30-40% of the food. The republic needs logistical centers with food warehouses and development of vegetable-growing. The republic needs 450 hectares of greenhouses, it has only 70 hectares at the moment. It plans to build vegetable warehouses and large agricultural platforms in cities. One of the initiatives is to make state-funded organizations prefer Dagestani products.
Executives proposed a revival of Soviet canned-food factories using local fruit and vegetables. Facilities in Makhachkala, Babayurt and Derbent would then be used to process products and pack them.

“We are not the best but there are not many better people. When they appear, the people will clearly follow them,” the speaker of the Armenian Parliament Galust Saakyan explained why people vote for the Republican Party of Armenia, speaking at the Baza-2014 youth rally in Tsakhkadzor, the Aravot paper says. He was reminded about the high emigration rate, to which he noted: “Emigration existed before Christ and in all ages and it is wrong to associate it only with the government. The world has grown bigger, and if a man can gain many times more in France, it is clear why one would go there. Emigration should be fought, not accused of. It is sad that people leave Armenia with grief.”
Commenting on ways to enforce laws and make everyone obey them equally, Saakyan noted that it was a problem, especially in Armenia, where parliamentary culture was not properly developed. “The thesis that everyone is equal before the law does not fully work in our country,” said the speaker.
Saakyan noted, regarding the need for constitutional reforms, that society itself does not initiate such reforms, the development of the country is unrelated to the development of the presidential or the parliament model. “We tend to take the path that would be more acceptable for political forces,” he emphasized. At the same time, Saakyan admitted that he was not a backer of the presidential model. The speaker blamed the opposition for rejection of its own initiatives. “Our oppositionists do not visit the districts beyond the asphalted streets of warm Yerevan, while parliamentary work is also a job in commissions.”

Construction of a factory to produce polymer pipes and lining materials will have been completed in Karabulak by December. The factory will operate at full output a year after the launch. According to the Ingushetia newspaper, work worth 190 out of 320 million rubles has been accomplished. The launch of the factory will provide jobs for about 200 people trained by the investor. The area of production buildings was increased by 1,200 square meters for warehouses and construction sports. Kazan’s Tekhsstroy will prepare all the documents and do the construction work. The organization will form the financial capital needed to launch the factory, develop a scheme for supplying it with raw materials, guarantee production and distribution of products, find clients and orders, develop the logistical scheme to deliver products to consumers.

The Zerkalo paper reports that a delegation of Oxford University gathered at the Baku branch of Lomonosov Moscow State University. The delegation included Professor Edmund Hercig, the head of the Iranian department of the University, Professor Robert Hoyland of the Oriental Institute of Oxford University, a leading scientist of the Late Antique Center of New York University, Julian Faultless, a teacher of Arabic philology and Arabic studies at the Oriental Institute of Oxford University.
The meeting was organized by Nargiz Pashayeva, the rector of the Baku branch of MSU, a corresponding member of the National Academy of Sciences. She reminded that a memorandum of intention had been signed on October 28 to create the Nizami Ganjavi Science Center of Azerbaijan and Caucasus Studies at the University. Oxford University will organize research, academic exchanges, round-table conferences, science conferences, public events and realize scholarship programs within the framework of the Science Center. Students, researchers, journalists, cultural and artistic figures will be given grants for Azerbaijan-related research at Oxford University.
The functions of the Center will include collecting scientific information related to Azerbaijan, forming resources and a library fund. The Center will create a schedule of events and research for Azerbaijan. It will inform scientists of the UK, Azerbaijan and the rest of the world about new resources, findings and new opportunities. According to Pashayeva, the agreement to form the center was a historica event, in terms of science, culture, public view and in the context of international relations.
Professor Pashayeva noted that it was the first Azerbaijani science and research center to study the history and culture of Azerbaijan and the Caucasus Region at Oxford University, one of the world’s oldest and most respected universities. Moreover, the Center will be named after Nizami, although the British side had been uncertain about the ethnic origin of the great poet. In particular, the guests from the Oxford University informed that Nizami was regarded as a Persian poet at the University. ‘The Nizami Center at Oxford University is a long-term and serious project. At the same time, it is a great responsibility. The center will become a full-fledged structure of Oxford University. All work written within the framework of the Center will be a domain of the world scientific community,” emphasized Pashayeva. Special attention will be paid to philology, history, archeology, ethnography, music and art. The rector of the Baku branch of the MSU noted the need for high-quality translations of the works of Azerbaijani scientists into foreign languages. It is the only way for world science to “hear” about them.
