Russian President Vladimir Putin has reached an agreement in a telephone conversation with his Ukrainian counterpart, Petro Poroshenko, on a ceasefire in the Donbass region and laid out a plan to resolve the conflict in Ukraine."The first step will be to stop active offensive operations by the armed forces, by the armed forces of the militia in the south-east of Ukraine in the Donetsk and Lugansk directions," Putin said.The second step will be to withdraw Ukrainian armed units to preclude any attempts to fire at civilian settlements and all kinds of rocket launchers. Thirdly, international monitoring of the ceasefire is necessary. Fourthly, air forces should not be used against civilians in the conflict zone. Fourthly, Russia and Ukraine have to exchange detained persons. Then a humanitarian corridor for refugees should be opened. And finally, repair crews should be sent to restore vital infrastructure in the Donbass region.
