Two Iranians wishing to travel from Kenya to Israel using forged Israeli passports made in Yerevan would have been arrested even if they had attempted to do so.
The problem is that Armenian forgers used Latin characters for the English data about the passport owner, causing no suspicion among the border guards who would do the checking. But the part with data in Hebrew contained the Armenian alphabet, making it pretty obvious that the documents were fakes.
So it is hardly likely that the forgers of the fake Israeli passports in Yerevan were in contact with the Iranian intelligence services, as it is hard to believe that professional agents of any country would make forgeries of such low quality.
