Tatiana Anodina, the president of the Interstate Aviation and Aerospace Usage Council and chairwoman of the Interstate Aviation Committee, and Azerbaijani Deputy Foreign Minister Khalaf Khalafov signed an agreement on the presence of the headquarters of the Council in Azerbaijan last week.

"I cannot but recall with warmness and gratitude and commemorate the great son of Azerbaijan, Heydar Aliyev, who was the initiator of the Interstate Treaty on Civil Aviatuon and Aerospace Usage and its integration structures. It was he that I consulted in the complicated 1990s and always felt his firm and reliable hand and his bright state of mind. As the first deputy head of the Council of Ministers of our enormous country, he was the first to support the passing of the main aviation law, the Air Code. For Heydar Aliyev and for Ilham Aliyev, aviation has always been a favourite state pet project," said Tatiana Anodina.

She thanked Ilham Aliyev for constant support of aviation and all integration innovations, claiming that the world highly rates the dynamic development of all the aviation infrastructure of Azerbaijan, especially the advanced National Aviation Academy headed by Arif Pashayev, an academician and famous scientist.

The National Aviation Academy was founded at the training center for advanced training and retraining of staff of the Azərbaycan Hava Yolları state concern. The first 80 graduates appeared in 1996. Over 2,000 students study 20 specializations at the Academy. It has faculties of summer technical exploitation of aircraft, transportation technologies, aerospace, economics and law. Classes are held in Azerbaijani and Russian.
The Academy has four modern buildings for studies, specialized rooms, educational laboratories, flight simulators of different planes, a computing center and a modern gym. Specialized rooms have advanced computers, technical devices for education and testing. The Academy has an electronic library and books that are constantly updated.

The rector of the Academy, Arif Pashayev, is known around the world. Graduating from the Odessa Institute of Electronic Communication as a radio physicist in the 1950s, he started research at the ANAS Institute of Physics. He created and launched a series of devices for non-contact measuring of tge electrical and physical parameters of semiconductors, devices for control of engineering industry, micro shutters. The devices have been used in many science centers in the world, in shipbuilding, engineering and to military industry.

Pashayev later developed basics for non-contact studies of materials of high and ultrahigh range and still works on development of non-contact control over semiconductors and studies of other sectors. Arif Pashayev developed the method of non-contact measuring of electric physical parameters of semiconductors and created machines implementing his methods. It served as an official component of his doctorate thesis defended in Azerbaijan, Russia, Latvia, Estonia and Ukraine.

In 1996 Pashayev became the rector of the National Aviation Academy of Azərbaycan Hava Yolları, focusing the Academy on formation of a system for automatized control over the technical condition of dosimeters, drones, remote-controlled minesweeping robots and radio support. Under supervision of Pashayev, the Interstate Aviation Committee of the National Aviation Academy received a certificate from the Higher Education Center of Civil Aviation and was included on the list of higher education centers of the ICAO
