“Second hypostasis” of SCO

The club will encourage businessmen and authorities of the signees to discuss energy problems. Moscow will host the 4th International Business Forum Moscow Business-Dialogue SCO in early December, where it will present recommendations for the upcoming meeting of prime ministers of the SCO countries.
Victor Kalyuzhny, the head of the secretariat of the Russian part of the SCO energy club, is confident that energy has been and will be the consolidating factor of Russia and the East: “Recently, one of the Russian TV channels raised the topic of why we were moving East. Our country is 11,000km long, so working on in the West is wrong. Thank God, Russia has moved to the East today.”
“In 1999, being a minister, I initiated a turn of the oil line to China with Kazakhstan. Unfortunately, the pipeline construction started only 6 years later, when Kazakhstan started working independently. Now we have finally turned to China. It will be hard. The problem is in the resource base, in oil. It is easier with gas, Russia has plenty of gas. The problem is only logistical, because the gas resources go north, and logistics become much more complicated. Considering that China will have a projected oil deficit of 200 million, energy cooperation with China seems very interesting in the East. Transportation logistics are much more beneficial than transporting energy resources from Iran or Saudi Arabia over the sea. Russia needs to pay attention to the formation of a resource base, to fulfil all the long-term agreements with the West and not fail with the short-term line,” said Kalyuzhny.
Kirill Barsky, special Russian presidential envoy to the SCO, considers energy to be one of the strongest bonds that could connect the SCO. He has big hopes for high technologies, including information and telecommunications systems. Such projects may include a high-speed loop optic-fiber line connecting the SCO, implementation of a mechanism of digital signatures. Russia and China plan to create a mobile system of satellite communication. The project consists of launching several satellites and formation of infrastructure to create an independent communications and positioning system. It will serve emergency services, border guards and help in rescue operations.
According to Barsky, regional security will remain a priority of the SCO. Economic cooperation, which Barsky named the “second hypostasis” of the SCO, will become a reliable material basis for the young and promising organization.
