Employees of investigative committee will be brought to administrative responsibility in a special way
Read on the website Vestnik KavkazaThe State Duma has adopted a presidential law in the third reading establishing a special procedure of administrative prosecution for employees of the Investigative Committee.
Investigative Committee workers, according to the law, are equal to military personnel, those called for military training and employees of the interior ministry, bodies and institutions of the penal system, the State Fire Service, drugs and psychotropic substances monitoring agencies and customs bodies, who have special ranks.
According to a number of articles of the Code of Administrative Offences (CAO), they are responsible not on a general basis, but only disciplinary, that is expressed, for example, in reprimands, comments and deprivation of salary bonuses.
In particular, some of these articles include: the use of objects of fauna and water biological resources without a permit, in particular the catching of ungulates and bears related to hunting resources, without permission, if permission is necessary, or violation of the conditions stipulated by the permission (Art. 7.11); ticketless travel (st.11.18); illegal sale of goods (other things), free sale of which is prohibited or restricted (st.14.2); disorderly conduct (st.20.1), Interfax reports.
The initiative was adopted in the first reading in 2013. Since then, all sorts of amendments have been made to it, in particular the application of a disciplinary sanction to employees of the Investigative Committee for violations of Article 12 of the Administrative Code, namely for traffic violations. The final version of the text, which does not provide for the extension of the scope of the immunity for staff of the IC, was approved by the relevant Duma Committee on Constitutional Legislation and State Building.
