Municipal elections will be held on the 10th of October in Dagestan.
1090 electoral campaigns are taking place in Dagestan at the moment. According to the data of the Central Electoral Committee (CEC) of Dagestan, 14,354 candidates are registered for the elections in total.
Experts say that the evolution of the pre-election struggle has caused serious destabilization in the region. The number of violations is only increasing. And these violations lead to more serious consequences. Some candidates use absolutely criminal methods of fighting. But the electoral commissions continue to recognize the elections.
At first, 15 years ago, the elections were recognized because nobody demonstrated or went to the law. There followed mass fights and demonstrations. But the elections were recognized again, because "not that many" people were injured or killed. Now we have shoot-outs, murders and kidnapping, and still the elections are recognized. Last year one of the arguments was the answer of the chairman of the CEC, Vladimir Churov: "The people are passionate!". Just after it began, the election campaign has already taken 2 lives.
The chairman of the territorial electoral commission in the Novoloakski district was killed, while in the Babayutrovsky district a shoot-out took place as registering was underway. As a result an uncle of one of the parliamentary deputies died. At the end of August, CEC chairman Vladimir Churov visited the region. He said that his advisor Boris Dyakonov would stay in Dagestan to solve all remaining questions.
He also said that both deaths could have been prevented. "I think that responsibility should be shared between electoral structures, law-enforcement agencies and political parties," he said.
