The ministry noted that Russia considers the HRC as a leading human rights body of the UN, but the "primary responsibility for the observance of human rights belongs to states, and international organizations and institutions play a supporting role," and that the UN and other organizations should "first of all focus on providing technical assistance to countries that need it. "
"It is unacceptable to use human rights issues as a pretext to undermine the principles of international law and the UN Charter, justify interference in internal affairs and security scenarios for resolving conflicts and disputes, the introduction of political or economic sanctions ... The acceptance of politicized resolutions on the situation of human rights in some countries only antagonizes states that fall under their action, and does not contribute to the real situation on the ground," the ministry stressed.
