Moratoriums to help Russian business

Today, Russia may decide on a moratorium on the introduction of trading fees, the Unified State Automated Information System for retailers and 18 more requirements for business until 2019. The Ministry estimated the total amount of savings for businesses at 1.8 trillion rubles a year. The Ministry for Economic Development submitted the final list of proposals to the government on May 29.

 

The new road tax, according to which everyone whose truck's weight exceeds 12 tons will have to pay 3.73 rubles per 1 km of  traveled distance, will take effect from November 15, 2015. The Ministry for Economic Development proposes a limit of the minimum size of 64 kopecks.The moratorium could also be extended to the implementation of the Unified State Automated Information System in retail. The damage assessment for the entrepreneurs of the capital is estimated at 2 billion rubles.The deputy chairman of the State Duma Committee on Financial Markets, Anatoly Aksakov, said that this is a new way the government has decided to treat entrepreneurs. "I believe it is necessary to carefully take stock of this side, non-tax levies, and to meet business on the basis of a rational approach," he stressed.According to him, in the first place we need to cancel transport charges, "which seem to be aimed at improving security, but the factor of the terrorist threat against which they are directed is not universal," Aksakov concluded.The associate professor of stock markets and financial engineering of RANEPA, Vasiliy Yakimkin, agreed that a moratorium on the various contributions will allow business to breathe more easily under current conditions."Of course, we need to impose a moratorium 'until better times' on transfers of funds to maintain this or that direction. In particular, this concerns the Small and Medium-Sized Enterprises Development Fund. Then to abolish environmental charges and limits on the connection to energy carriers, electricity and gas stations. If the entrepreneur is building a plant and he needs a local gas substation, all his payments to the local budget due to its construction should be abolished. Also, it is necessary to simplify related procedures, because now the construction and the connection of the gas station for a heating plant takes five years," the expert pointed out.
