Russia will consider the decisions of the annual session of the Parliamentary Assembly (PA) of the OSCE in Helsinki as decisions without legal force, the State Duma deputy Nikolay Kovalyov said today.

"This discussion will be completely defective’’ without Russia, Tass cites him.

"We believe none of the decisions of the Parliamentary Assembly have any legal force. They begin with the violation of laws, international law, and all other solutions, which are absolutely illegal and illegitimate. This is how we will refer to these resolutions. They are legally void. I do not think the participation of the Russian delegation would change the situation drastically, but it would provide a semblance of legality, of the legitimacy of the decisions taken," Kovalev said.
