The head of the Center for International Energy Markets Studies of the Energy Research Institute of the Russian Academy of Sciences, Vyacheslav Kulagin, said that if the construction of Turkish Stream only depended on the formal relations between Moscow and Ankara, then the project would have been implemented long ago.
