Putin changes Russia's permanent representative to the OSCE

Russian President Vladimir Putin has changed Russia's permanent representative to the OSCE, replacing Andrei Kelin with Alexander Lukashevich, who was the official representative of Russian Foreign Ministry previously, TASS reports.
