The Azerbaijani Central Electoral Committee had another scheduled
meeting today. The session confirmed the procedure for IDs in the
parliamentary election on November 7. Those with expired IDs can vote
and observe the voting process, a correspondent of Vestnik Kavkaza
reports from Baku.

Azerbaijan is also concluding the process of distributing ballot
papers to polling stations. The head of the Central Electoral
Committee Azer Saryyev said that almost all ballot papers have been
distributed. Today is the last day for distribution.

Azerbaijan printed a total of 5 million ballot papers. According to
the law, a 3% surplus of ballots was printed.

Campaigning started on September 3. Previous parliamentary elections
were held in November 2005. Azerbaijani parliamentary elections are
based on majority system with 125 electoral districts.
