The Vienna Group (the IAEA, the US, France and Russia) must make the first move in reviving the negotiations on exchange of nuclear fuel, Iranian foreign minister Manuhehr Mottaki said, Trend reports, citing the Tehran Times and Mehr. "The Vienna Group has still not put forward any new proposals for the negotiations, but of course, it must make the effort, in order to help stimulate the process," he said.

He claimed that the planned talks with the "5+1" countries would yield better results if agreement could be reached on the content and agenda of the negotiations, and that talks would be held on other countries participating in the "5+1" group, consisting of the five permanent members of the UN Security Council and Germany. Mottaki said earlier that a meeting could be resumed on 10 or 15 November in Vienna, Istanbul or Geneva. EU representatives have suggested 15-18 November.
