Putin cancels his visit to APEC summit

Russian President Vladimir Putin will not take part in the Asia-Pacific Economic Cooperation (APEC) summit in the Philippines on November 18-19. 

It became known that Prime Minister Dmitry Medvedev will represent Russia at the summit instead of Putin.
