Councils in the North Caucasus Federal District
Read on the website Vestnik Kavkaza Six months ago President Dmitry Medvedev met members of the Council under the President of the Russian Federation on development of civil society institutes and human rights and non-governmental organizations. As a result of this meeting the president ordered his plenipotentiary envoy to the North Caucasian Federal District, Alexander Khloponin, to adopt proposals on the status and responsibilities of the Social Council on the North Caucasus problems, as well as on the establishment of the Council of Elders of the NCFD.
In the late October in Essentuki, Alexander Khloponin met 15 candidates for these Councils. "Before we started to form our board, we had studied experiences of the similar non-governmental organizations in various regions of Russia", said the envoy. Khloponin is thought to be a head of the Social Council. He believes that only respected, socially active independent in their views citizens of the NCFD should become members of the Council; as the Council is formed for the consolidation of efforts on the establishment of civil society, it is important to have people who can propose real effective solutions to current problems. The Council will consist of 42 members, 14 people of the federal part, 14 of the district part and 14 of the regional part.The Council of Elders will be formed within the structure of the Social Council and consist of 7 members (one representative from each constituent of the district).
