Azerbaijani Constitutional Court starts viewing parliamentary polling results

The Constitutional Court has started special procedures of viewing the results according to the CEC protocols of November 22 on results of the parliamentary polling, held on November 7, 86th article of the Constitution and approval of the polling results.
Judge Rafael Gvaladze said that the court invited experts to check the election results.
The Prosecutor General’s Office reported about 89 complaints about violations of the election law. A criminal case was initiated against the 89th Geychar-Agdash electoral district, basing on one of the complaints. A candidate is suspected to have intervened into the election process.
The court was also informed that there were no complaints in Shekin, Sumgait, Gyanzhin, Shirvan appeal courts. The Appeal Court of Baku received 59 cases. One of them was taken back, the rest – declined.
The Supreme Court viewed 66 complaints, including a civil case concerning the election results.
On November 7, Azerbaijan held parliamentary polling. The Central Electoral Commission approved a protocol on the polling results on November 22, 2010. The final protocol was signed by 17 out of 18 members of the commission. According to the CEC, the parliamentary elections saw 50.14% of the electorate voting, or 2,480,205 people. There were 690 candidates. The previous parliamentary elections were held in November 2005. The parliamentary polling in Azerbaijan uses a majority system with 125 electoral districts.
Vestnik Kavkaza had reported earlier that the CEC head Mazakhir Panakhov said that Azerbaijani parliamentary elections were held in conditions of social and political stability, according to the law, the head of the Central Electoral Commission (CEC).
Panakhov said that reports of local and international organizations contain no information on intervention of state structures in the election process. There is no information about the intervention of police in the process.
Nullification of the polling results in 46 polling stations did not affect the election results, Panakhov stated.
