What is the difference between Geneva-3 and Geneva-2?

A participant in the inter-Syrian talks in Geneva, the secretary of the 'People's Will' party, a member of the leadership of the Front for Changes and Liberation, Qadri Jamil, spoke about the difference between Geneva-3 and the Geneva-2 negotiations on a settlement of the Syrian crisis, which took place in January 2014. The talks on Syria, held in late January and early February 2016 in Geneva, were suspended before they could actually begin. The reason for the forced pause was the position of the opposition, formed in Riyadh, which has put forward the cessation of the offensive operations by the Syrian army, supported by Russian aviation, as a condition of their participation in the dialogue.
