Russian President Dmitry Medvedev has signed a decree simplifying the
entrance and residency conditions for skilled foreign specialists and
their families in Russia, including specialists at the innovative
center Skolkovo, the Kremlin press service reports.

Skilled foreign specialists are allowed to extend their residency and
have their families arrive without the need for labour quotas for
foreigners. In addition, they do not need to undergo registration with
migration agencies.

Foreign legal bodies are allowed to request an invitation for entrance
to Russia.

However, the law does not consider missionaries or other religious
figures as skilled specialists.
