The appeal says that Ukraine's armed forces have lost the authority to return fire, cannot conduct intelligence activities, and "for any resistance to an aggressor, we can be brought to disciplinary action." "Russia is actually turning into an observer. Ukraine will be forced to negotiate with the so-called LPNR ... We will not allow disarming our army and turning our military into targets. Our army is protecting us today. Therefore, our duty is to protect our army," the appeal says, also expressing concern about the "defeat of Ukraine", which caused "protests."
The situation began to deteriorate after it became known about the ceasefire scheduled to begin at midnight on July 27 and the telephone conversation between Vladimir Zelensky and Russian President Vladimir Putin. It played into those who see signs of surrender of Ukraine's national interests after reports that Ukraine's positions were being fired upon contrary to the agreement despite the desire declared by the Minsk contact group to "strictly control the ceasefire regime and identify which side is violating it."
The commander of the Joint Forces Operation, Lieutenant General Vladimir Kravchenko confirmed at a briefing on Monday that the "cease-fire" had been violated several times during the night. But, according to Kravchenko, since there was no immediate threat, the Ukrainian military did not return fire. "But in the future," if the enemy violates the cease-fire and creates a threat to the lives of our servicemen, the response will be instant and decisive," Kravchenko said.
This statement didn't lower the degree of tension. Moreover, Donetsk announced that no one had fired at the Ukrainian forces, and apparently Kiev started another information provocation, and maybe it's not just information one.
Against this background, it became known about the phone talks between Zelensky and Putin. According to the presidential press services, they discussed the ceasefire regime, and the political settlement of the conflict in general. According to reports, Vladimir Putin described the resolution on local elections in 2020 that was passed by the Verkhovna Rada on July 15 as running counter to the Minsk agreements and putting settlement prospects in jeopardy."
The Verkhovna Rada passed a resolution calling local elections in Ukraine, with the exception of those territories that Kiev calls "temporarily occupied". There, elections can take place only after the implementation of all the points of the Minsk agreements on ensuring security, including the withdrawal of troops, since any other scenario, in the opinion of Ukrainian MPs, leads to the legitimization of the self-proclaimed Luhansk and Donetsk People's Republics.
According to the press service of the Ukrainian President, Zelensky and Putin also touched upon issues related to local self-government in certain areas of Donetsk and Luhansk regions, which is under study in the Trilateral Contact Group, and the draft law on decentralization, which provides for changes to the Constitution of Ukraine. The second topic especially alarmed the zealous guardians of protecting Ukraine's interests. This document was recently introduced by President Zelensky to the Verkhovna Rada. This project implied expanding the powers of the parliament to define and name administrative units, and they saw it as a threat of "creeping recognition" of the self-proclaimed Donbass republics. The bill was withdrawn for improvement. And since it was discussed with Putin, the Capitulation Resistance Movement expressed its fears about the destruction of statehood, not to mention that "while negotiating with Putin on this topic, Zelensky ... recognizes the loss of a part of sovereignty, if such Ukraine's internal issues as changes to the Constitution are discussed with the leader of the aggressor country. The protest being organized by the Capitulation Resistance Movement is expected to receive strong political support. In addition to the fifth president Petro Poroshenko's supporters, the activists could be joined by former Prime Minister Arseniy Yatsenyuk's Popular Front. On the eve, he suggested that hiding behind a truce, Moscow seems to be preparing for a new special operation. Yatsenyuk sharply criticized Zelensky's actions, saying that instead of negotiating he should announce to the Russian President that "Ukraine will never fulfill the Minsk agreements in the Russian version," and Russia will not be able to return Ukraine to its orbit.
So what's the point of all the talks being held in Donbass? Put in these terms, obviously, there is no sense. And if the Capitulation Resistance Movement, together with political parties, impose their will on Zelensky, that’s how it’s gonna be.
