Madrid and Rome put forward a joint proposal to return to open borders within the European Union from June 15. According to the initiators, who suffered the most from COVID-19 in Europe, the epidemic is on the decline, the risks are reduced. The economies of Spain and Italy, which did not shine against the backdrop of traditional Euro-leaders, went somewhere on the other side, and if you do not start saving them, first of all by trying to resuscitate tourism, the consequences will be even worse, and returning to the previous level is even more foggy.
Italian Foreign Minister Luigi Di Mayo used all his eloquence, agreeing before comparing June 15 in importance with D-Day, June 6, 1944, when the Allied forces began a landing in Normandy. His colleague from Spain, Arancha González Laya, said that her country’s authorities were interested in a unified approach to opening borders after quarantine in the EU and emphasized: “We want to be sure that only people from safe countries are allowed to enter our territory” . According to her, in Spain they want to hear a clear definition of the parameters of a safe country, which would give an objective picture, rather than the "self-declaration" of certain states as safe.
Probably, the Spanish minister threw a stone at the garden of Greece, and at the same time Turkey, about at the same time intending to announce the opening of the tourist season. Both of these states, in terms of mass sea recreation, have long and seriously competed with Spain, and even more so with Italy. Therefore, the statement of the Spanish minister is understandable. She advocates that a common control mechanism at the border be developed as soon as possible.
Against the background of Madame Laia Di Mayo, it looked not so undemanding ... but, let’s say, agree to everything, if only the borders were opened, that at least somehow save the tourist season and partly with the tersk the failed revenue side of the budget. Another thing is whether there are such daredevils who go to rest on the shocked Apennines, or at least the "shell-shocked" Pyrenees ?! But Rome and Madrid, it seems, are not thinking about this in the first place - they would open the movement, the borders, and then we will see. However, they really seem to have nothing to lose.
Moreover, they are well aware that little depends on their desire. The pandemic shook the position of the European Union, hit its authority, sowed or exacerbated doubts about the expediency of the alliance within the alliance itself, but at the same time it once again outlined the leader, or the one who is the boss in the house. This, of course, is about Germany, the first in the world to take a significant step towards restoring normal life.
Germany has already restarted the national football championship for the second week. Suppose that in empty stadiums, without spectators, with special rules for the behavior of players and referees on the field, coaches and substitutes - at the edge of the field. But this is a huge step that has become a guide for the whole world, a sign of the return of normal life, the retreat of universal misfortune. Suppose there were several countries that continued to play football even at the peak of the epidemic. But everyone understood that this was a manifestation of the will of local rulers, who had little in common with real life. Germany is another matter. Germany, having restarted the championship, seemed to say to the whole world: do not hang up, everything will be fine! This is a huge emotional help to the entire planet, albeit not keen on soccer. This is a symbol of the strength of the spirit of mankind. And of the characters, as you know, the historical memory of peoples is formed.
It is also quite natural that the Italian Foreign Minister, touching upon the theme of restoring free movement, carefully mentioned Germany, which intends to open on June 15th. “With this, the German leadership offers its citizens to go on vacation to other countries,” Di Mayo boldly suggested. “Let's try to do it together ... We have already contacted colleagues in Austria and other EU countries on this score. They agree.”
However, the head of Italy, perhaps, is somewhat ahead of the situation. The fact is that on June 15, Germany called it a “relatively discovery” to a rather arbitrary degree. Moreover, the Minister of Foreign Affairs, Heiko Maas, said that hoping to lift travel restrictions, Berlin at the same time did not claim that such a day would be June 15, but on that day a decision would be made to open the borders. But maybe not accepted. It all depends entirely on the sanitary and epidemiological situation, and the green light of Berlin will light its citizens only in the direction of those countries that, in the strict German view, will comply with these standards. And apparently, the rest of Europe will have to accept the German rules of the game. And it cannot be otherwise: who pays, then orders music, and who orders, he dances. In today's realities, this is Germany. She pays, she orders, and therefore, the team - dance - will come from her.
