34-year-old Rashid Temrezov was appointed the new head of Karachay-Cherkessia on March 1. The appointment was preceded by the dramatic event of the early dismissal of the ex-head of the republic, Boris Ebzeev, whose term was supposed to end only in 2013. Media sources conveyed the reaction of Ebzeev to the dismissal: "Those bastards beat me." Most probably, Ebzeev was talking about influential regional clans, whose interests he had infringed.
The dismissal of Ebzeev was not a surprise to anyone. Observers have been noting the failure of the reforming project 'Against the ethnic factor in politics', which was launched by Ebzeev immediately after he became president of Karachay-Cherkessia.
The new head of Karachay-Cherkessia, Rashid Temrezov, has identified five objectives for his presidency. Firstly, he intends to decrease federal subsidies by enlarging the tax base with the help of small and medium-sized businesses. Secondly, he plans to make the republic actively participate in the Strategy for Socio-Economic Development of the North Caucasus Federal District, not only in the sphere of tourism but also in energy, agriculture and industry. At the center of the third objective of Temrezov is the strengthening of security. Fourthly, Temrezov aims to launch a full-scale modernization of the entire apparatus of the state administration of Karachay-Cherkessia. At the same time, the new head of the republic is planning to establish a new format of relations with the active part of society.
Rashid Temrezov was born in 1976. He graduated from the Moscow Open Social University with a major in Finance and Credit. Temrezov worked as chief of the Federal Department of Federal Roads in Karachay-Cherkessia.
