Do we need a strong hand?

An appeal by Ossetian non-governmental organizations for Russia to control the situation in the region directly from Moscow has provoked various reactions, both in the Caucasus region and in the Kremlin.

The situation in the North Caucasus region has definitely become dangerous. But haste might impede an effective solution to the terrorism problem. We should think of all the pros and cons. It seems that the president's envoy in the North Caucasus Federal District, Alexander Khloponin, is responsible only for social issues. So who is responsible for the Interior Ministry forces? The envoy? The presidents of the republics? If they decide to announce a state of emergency in the region it would mean that Moscow would fully control the situation. In that case we could see a triangle of conflict - the envoy, the heads of the republics and the center. As a result, the problem has not been solved. Doctors have a good principle: "Do no harm". We should understand that a medicine can be more dangerous than a disease.

The structural contradictions which were initially in the administrative system of the North Caucasus region are the main reasons why such an appeal has now taken place. It seems that the system is one where the president's envoy controls social issue and and the law-enforcement and security forces try to keep stability and order in the region. Everybody knows that Ramzan Kadyrov, for example, can work with the Kremlin directly, skipping any
mediators. Maybe such a complicated system of systems and mechanisms is one of the reasons why the terrorists still pose a danger in the area.
The war is not over. And first of all the authorities need to come to agreement between themselves.
