Achieving a single position on national, religious, social and rights
protection movements in the North Caucasus was discussed in the
Russian Social Chamber on September 27. The hearings were organized by
the working group for development of social dialogue and institutions
of civil society in the Caucasus, together with the Social Development
and Healthcare Fund ‘Focus-Media’.
The most important issue is labor and education. It is the only remedy
for the day-dreams that the terrorists promise people, member of the
Social Chamber Yelena Lukyanova said. She also proposed inviting
international observers to work in the courts.
The head of the Chechen president’s press-service, Alvi Karimov,
disagrees with ‘Focus-Media’ about a lack of civil society in the
region. Senior UN advisor on human rights in Russia, Dirk Hebekker,
spoke for a dialogue with missionaries of radical Islam. UN spokesman
Voytsekh Troyan noted the importance of non-governmental organizations
in providing legal consultations to citizens. Producer of the
Russia.ru internet channel, Ilya Peresedov, talked about the
importance of developing the information space in the Caucasian
region.
Dagestani journalist Nariman Gadzhiyev and chairman of the local
Social Chamber Abumuslim Murtazaliyev participated in the discussions
using video communication. Other participants from the North Caucasian
Federal District using video communication were South Ossetian
secretary of the Social Chamber Zita Salbiyeva and Chechen
presidential advisor Timur Aliyev, ‘Adyge Khase’ spokesmen in
Karachay-Cherkessia Inal Gashokov and Muhammed Cherkesov, chairman of
the executive committee of the ‘Elbrus’ organization in
Kabardino-Balkaria Jambulat Ettiyev, spokesman of the Initiative Group
of Nalchik Kolesnikov Mikhail and the public figure Azred Aramisov.
One of the key problems of the discussion was the signing of a
Caucasian Memorandum for joint efforts against violence, terrorism and
inter-ethnic and inter-confessional conflicts. Organizations that
signed the memorandum will have to prove their commitment to the
peaceful settlement of conflicts and readiness to prevent aggression
and violence. Member of the scientific council of the Moscow Carnegie
Center Alexey Malashenko pointed out that the most important thing is
to avoid resentment among the religious figures who sign the document.
Deputy chairman of the executive committee of the Russian Congress of
Caucasian Peoples Ahmed Azimov said that no social organization will
refuse to sign such memorandum, but the problem is making these
organizations correct their work according to the requirements of the
memorandum.
