In late April, the Federation Council took the initiative to form an inter-parliamentary anti-terrorist coalition. According to the Speaker of Russia’s Federation Council, Valentina Matviyenko, international terrorism in its present form became possible in the absence of unity in the ranks of anti-terrorist forces.
The director of the International Institute of the Newest States, Alexey Martynov, explained that the terrorist international knows the nuances of national legislations better than the citizens of these countries: "Variations in various laws or certain nuances of national legislations allow this terrorist international to move from one country to another, using these discrepancies, and commit their atrocities. Interparliamentary cooperation in countering terrorism is extremely important, the entire civilized world should have approximately the same approaches to the fight against terrorism at the level of national legislation - a certain response system of law enforcement agencies, special services and armed forces. When approaches are common, there is less room for terrorists."
One of the leaders of the all-Russian public organization 'Officers of Russia' Alexander Ionov believes that interparliamentary interaction gives the sphere of legislative initiatives, which concern the actions of law enforcement and security agencies, the opportunity to manoeuvre. "I hope that the initiative will involve the parliaments of Turkey and Jordan, the countries with the dangerous concentration of people participating in illegal theoretical formations and disseminates information that is commonly called extremist. There is very little that security forces can do here, given the political situation, because they are not militants for those who support the armed opposition in Syria. I'm talking about Turkey, Saudi Arabia, Jordan and other Persian monarchies," Ionov said.
According to him, the majority of Russian citizens who were involved or wanted to join the ranks of the bandit underground visited Turkey: "On May 15-16, a delegation from Turkey will arrive, we want to discuss this issue with them. It is important to establish a dialogue with countries that either border the places of combat operations and counter-terrorist operations, or condone terrorists. Such situation, if unchecked in time, will give the terrorist international an opportunity to act around the world. There are active terrorist networks in Europe, the Middle East and Africa. Many people from Southeast Asia are fighting in Syria and Iraq. The authorities of these countries are ready to cooperate with us both in the sphere of legislative initiatives and in the sphere of new security technologies."
A researcher at the Center for Arab and Islamic Studies at the Institute of Oriental Studies of the Russian Academy of Sciences, Nikolai Sukhov, said that the Middle East is aware of the need to combat terrorism: "I personally communicated with the deputies of the parliaments of Egypt, Iraq and Jordan, representing healthy sections of society. It is possible to cooperate with them. In the societies of the Middle East countries, work is under way to counter terrorism ideologically. In February of this year, I was fortunate enough to visit the center for tracing extremist ideas on the Internet, which was organized at the Al-Azhar Muslim spiritual university. I was amazed how many people are employed there, their technique and methods. Specialists track the Internet space in 15 languages. The Al-Azhar University prepares fatwas on various problems, and by identifying these problems, identifying extremist propaganda under the sauce of Islam, they prepare appropriate answers and publish them on the Internet. They even have a call center. It is time for our country to do something similar in cooperation with Middle Eastern organizations. They perfectly understand that terrorism will devour them if they do not cooperate with other countries."
The director of the Center for Political Information, Alexei Mukhin, believes that "it is impossible to change the world, it is unlikely that it will be possible to make it better in the foreseeable future, but it is necessary to strive for this." According to Mukhin, this kind of international mechanisms serves to correct the picture of the world: "The main task of the inter-parliamentary coalition will be the correction of the migration legislation, because the migration flows have become the main tool for exporting terrorism to different countries. While it is impossible to get rid of terrorism, as well as of corruption and other strange creatures of human society, it is necessary to struggle systematically. And we will do it "
