Kyrgyz migrants coming out of shadow

During the 100 days that have passed since the accession of Kyrgyzstan to the Eurasian Economic Union, a lot of work has been done to adapt the country to the conditions of the EAEC. However, according to a member of the Board of the Eurasian Economic Commission, Daniel Ibrayev, there are still problems related to the tariff, non-tariff barriers, taxes, business activities, regulation of labor migration, recognition of the education diplomas.

Meanwhile, a political scientist Aigul Niyazalieva recalls that now the citizens of Kyrgyzstan can operate on the territory of Russia, Kazakhstan, Belarus and Armenia without the labor  patent. "On the eve of the signing of the agreement between the Federal Migration Service of Russia and Kyrgyzstan in St. Petersburg on June 19th, agreements were reached that a part of the population were refused entry to Russia for a period of three years, and a year and a half has passed since that refusal, now they have a right to rehabilitation. And as reported by the Embassy of Kyrgyzstan in Russia, at the end of August the number of those rehabilitated reached 12 thousand people. And it was assumed that about 40 thousand people would have a right of entry before November the 1st. Such agreements have been reached ".

Niyazalieva also spoke about the reasons that pushed the young man to leave Kyrgyzstan and work in Russia: "In the last few years there has been this trend: someone just goes to work, and someone works to pay off the debts of his parents who took out a loan. This is a very serious problem, you know, if you do not pay in time, the amount is increased, and you can generally be left without any shelter. Thus, for a migrant who is coming here it is very important to be legitimized in time, because if he stays without work in Russia for at least one month, he really runs a risk. That is, it is a very good reason to be legitimized. "

According to the analyst it in the interests of migrant workers to come out of the shadows: ‘’They come out of the gray market, we have today very serious preferences. Therefore, it is proved that they can use this right, and for them it is an opportunity to work completely legally on the territory of the stated countries."
