In Russia, industrial parks are being built as part of the 'Accelerated development of small and medium-sized enterprises' federal project, which is aimed at expanding the industrial enterprise sector.
Russia's Deputy Minister of Economic Development Vadim Zhivulin spoke about the prospects for the development of industrial parks and technology parks in the Russian regions for the next year: "In total, 37 private and public industrial parks were built from 2007 to 2018 with the participation of the ministry. The total investment in these parks amounted to 9.2 billion rubles. Today there are more than a thousand industrial park residents. The annual turnover of these residents is 62 billion rubles. overall tax revenue amounts to 6.7 billion rubles.
The situation is similar with regard to technology parks: there are 43 residents, with an annual turnover of 391.8 million rubles and 171.7 million in tax revenue. This is a question of how effective and expedient the established infrastructure was."
According to Zhivulin, applications submitted by regions to co-finance the construction of industrial parks in 2020 have already been selected: "In total, applications from 25 regions were received. 48 projects were announced. Of these, 18 were technoparks and 30 - industrial parks. Seven of them are located in single-industry cities. Our commission, which includes representatives of associations, unions, the Russian Federation subjects and private investors who organize work related to industrial parks, has reviewed applications that have a chance to get into the Economic Development Ministry's co-financing programme.
Today, 8 technoparks declared by the regions are preliminarily accepted - Tver Oblast, the Republic of Ingushetia, Vladimir Oblast, Nizhny Novgorod Oblast, Penza Oblast, the Republic of Bashkortostan. There are also nine preliminarily approved applications for industrial parks from Vladimir Oblast, Penza Oblast, Krasnodar Krai, Bashkiria, Sverdlovsk Oblast, Perm Krai, Ryazan Oblast, Bashkortostan, and Kamchatka. The geography will change. In fact, it's a right thing to do and it's great that other actors will join this competitive race for the opportunity to realize themselves. This allows the production business to dispersed throughout the country. When we looked at the applications filed by the regions, including paying attention to the development of infrastructure in the Russian regions, and gave priority primarily to those regions that claim to participate in such a project for the first time."
According to the Deputy Minister, this preliminary list was a basis for further inclusion in the co-financing program: "Depending on the 2020–2021 budget, we will be able to support these projects gradually.
