Sevastopol gets used to Russian laws

A year-round sea trade and fishery port, the industrial, scientific-technical, a recreational and cultural-historic center – Sevastopol has great prospects for development due to its favorable geographic location, good natural and climatic conditions, and resource potential. Since the day Crimea reunited with Russia, a transactional period operated in Crimea and Sevastopol till January 1st 2015. Issues of integration of new constituents into the economic, financial, crediting and legal systems of Russia, into the system of the Russian state authorities arose during the period.

Today the city lives under new conditions. According to Sergey Menyailo, the Governor of Sevastopol, 197 laws have been adopted in Sevastopol during the past period. 140 of them were introduced by the Governor and the Government, 25 of which are socially important. 12 draft laws are currently under consideration, 4 of them are socially important.

The Governor says that a difficult question that is always asked is about land, construction and property. “In the courts, during the reporting period, there were more than 179 cases on the claims for the return of state property. 103 of them concerned land parcels, 76 concerned property issues. 15 capital construction projects, 4 land plots, and 5 boarding houses and sanatoriums were returned to the city by court decisions. In total, 1700 hectares have been returned to the city and put on the balance,” Menyailo states.

As for substitution of Ukraine passports with Russian ones, according to the Governor, “more than 4 thousand Russian passports were issued. We have started to issue foreign-travel passports, more than 10 thousand. More than 15 thousand people have been recognized as citizens of Russia by court decisions.”

More than a thousand vehicles were re-registered. Driving licenses were issued or reissued. Today there is no agiotage, which there was at one time, like queues and so on.

Speaking about the authorities’ work in the social sphere, Menyailo notes that it is a big topic, just like in other regions: “In 2015, 28,500 citizens of the city of Sevastopol received all kinds of social benefits and compensations. Housing had not been allocated in Sevastopol since post-Soviet times. Currently, 82 families are provided with apartments. It is not enough, but still. Out of them, 45 were through the program of Great Partiotic War veterans, 2 participants of liquidation of Chernobol NPP, 5 families with many children, and 6 soldier-internationalists. And now we are additionally considering the allocation of property.”

Social programs were adopted and they operate in Sevastopol. They are being implemented. An accessible environment, social support for families and children of the city of Sevastopol, social support for residents of the city of Sevastopol, strengthening of the material and technical base of state social service institutions, improvement of working conditions and safety, support for employment and a program of additional measures to support the labor market of Sevastopol.

Moreover, according to the Governor, “over the year we extended the gas network to 1 village, built 69 kilometers of gas pipelines of medium and low pressure, 2 new gas distribution substations, 10 cabinet-type distribution substations, 4 stations of distribution protection. In total, we installed gas in 450 apartments and 373 private houses. By the end of the year we will construct 10 kilometers of gas pipeline, and the following settlements will be fully supplied with gas: Maximova Dacha, Lukomsky Khutor, Orlovka village. These are towns and villages where there was no gas.”
