The constantly changing nature of terrorist threats requires the development not only of the force measures to combat terrorism, but also the strengthening of work on its prevention. As the First Deputy Head of the National Antiterrorist Committee (NAC) central office, Igor Kulyagin, said, the protection of objects, which are most likely to be attacked, is one of the elements of this work. These objects are transport, cultural, healthcare, education, trade facilities, hotels, nuclear and radioactive objects.
According to Kulyagin, an important prevention tool is a counteraction to the terrorism ideology, especially when working with young people, as well as with people most susceptible to the influence of this ideology. "These are former prisoners, adherents of radical religious movements, disillusioned with terrorist activities and decided to quit it. The individual work of the representatives of the clergy, law enforcement bodies, municipalities has a positive impact on them, allows to take preventive measures if needed, provides them with the necessary assistance and support. "
Another direction of the NAC's work is the protection of Russia ’s information space from the penetration of ideas that justify terrorist activities. ”The measures implemented by Roskomnadzor, the Ministry of Internal Affairs and the Federal Security Service of Russia made it possible to block, remove illegal content from more than 60,000 Internet pages and websites. On the basis of the court decisions, a total of 10,000 Internet sites were included in a single register of Internet resources containing information prohibited for distribution - pages, domain names, Internet sites with terrorist and extremist materials, including those through which the emissaries of the international terrorist organizations carry out recruitment activities, " Kulyagin said.
He stressed the importance of the joint work of law enforcement agencies and civil society: "As a positive example of this cooperation, we can note the activities of the volunteer movements ‘Kiberdrujina’, ‘Mediagvardia’. "There are other similar organizations in a number of regions.’’
The head of the NAC Information Center, Andrey Przhezdomsky, said that the involvement of young people in the terrorist activities occurs mainly with the use of the latest technologies in the social networks: "No terrorist attack is carried out without prior communication on the Internet, without appropriate information processing." People with no critical thinking, taking on faith the postulates that are prompted to them are usually recruited. This activity is often masked by forms of religious enlightenment and harms people with the malicious content. "
Przhezdomsky spoke about the principle of ‘non-contact involvement’ in the terrorist activities: "It all starts with innocuous communication on everyday basis in the social networks, gradually it goes on to open discussion of the religious issues and events in the world, after which young people are added to the closed groups where they are recruited via the instant messengers with a high level of crypto protection. It involves specialists of the highest profile, the so-called mediators and PR managers who transmit this object along the chain. In the beginning, this work is done by a psychologist, then by a promoter and in the end - by a recruiter. "
"With the help of the AR technology, a kind of new worldview is formed. Those who involved in recruiting have to determine how to use the candidate - he can go abroad and take part in hostilities on the side of terrorists, or stay in Russia, enter some autonomous terrorist cell, become a lone terrorist or an assistant. We see the remote creation of such sleeping cells without emissaries. This is done remotely. The process itself is very fast, sometimes it takes several months. The Web recruiting goes global, "Przhezdomsky said.
