The number of individual businessmen increased in the outgoing year in Chechnya. There were over 45,300 individual businessmen and 9869 small enterprises in autumn 2011. “New trade centers and shops are opening, services and other spheres are developing in the republic,” tax inspectors monitoring the process say. According to preliminary information of October (no other data has been published yet), small enterprises with a special tax regime paid about 110.6 million rubles of taxes, exceeding the figures in 2010 by 31.5%.
The republican government passed a program for support and development of small and medium-sized business for 2011-2013, worth a total of 480 million rubles. Over 64 million rubles were realized within the program. The Fund for Support of Small and Medium-sized Business of the republic issued 73 loans totaling 40.15 million rubles in the period. The Rosselkhozbank issued loans worth 2341.9 million rubles.
Chechnya saw establishment of such non-commercial organizations as the Chechen Microfinancial Fund and the Guarantee Fund this year. The former financed 21 business projects worth a total of 10.4 million rubles, the latter issued 4 suretyships of 15.05 million rubles.
Now the republic's authorities are planning to implement new programs to train engineers and businessmen, promotion of the products of small business of the republic to interregional and international markets. There are plans to support innovative business.
Construction
The city of Argun was opened in 2011 after reconstruction. Cottages, a trade center, a nursery and a hospital were built, housing reconstructed, the largest cultural center in the republic restored, a water pipeline, sewers, gas pipeline and roads were built. Six-lane highways were built through Argun towards Makhachkala and Shali. After reconstruction, Argun was described as one of the most beautiful small cities of Russia’s south.
They year 2011 was announced as the Year of Naur District in Chechnya. It also had construction and reconstruction of housing, schools, hospitals, nurseries, a mosque for 2000 visitors and an Orthodox church. A temporary sports stadium was built for 3000 spectators, parks were relandscaped, fountains and playgrounds, a big amusement park with a fountain and a green zone were built. The Naur District of Chechnya is considered one of the oldest and most multinational.
The opening of the largest stadium of Russia’s south in Grozny and the Grozny-City complex of skyscrapers were events of all-Russian significance. The stadium covers 47.7 hectares, with buildings occupying 17 hectares. The big sports arena has a capacity of 30,000 spectators. The sports complex is considered one of the most advanced in the region, in terms of construction and design. Construction was held according to UEFA and FIFA standards. A warm-up match of world football stars and Russian politicians and football players was the main event of the opening.
The opening of Grozny-City complex was a spectacular event as well. The complex covers 4.5 hectares. It has two 18-storey buildings, two 30-storey and one 45-storey residential tower blocks. A 30-storey five-star hotel with 220 rooms and a business center with a helicopter platform on top are part of the complex. Each skyscraper has two-level underground car parking lots. “Here, at the Caucasus center, one of the most advanced business centers is opening, allowing a large number of foreign and Russian investors to be welcomed. Businessmen from all over Russia and all over the world will be able to hold business conferences, live in the advanced and functional hotel in the complex,” Alexander Khloponin, Plenipotentiary Presidential Envoy to the North Caucasian Federal District, said at the opening.
