Russian Foreign Minister Sergey Lavrov may meet with U.S. Secretary of State John Kerry at the OSCE council of foreign ministers in Basel. The diplomats will discuss the political and economic situation in Ukraine. According to ITAR-TASS, the new Ukrainian ministers are eager to start radical reforms.
Minister for Economic Development and Commerce Aivaras Abromavicius promised to introduce 16 bills to the parliament to get $500 million of budget aid from the IMF and the World Bank. Minister for Finances Natalia Yaresko promised to adopt the budget for 2015 in late December. Healthcare Minister Alexander Kvitashvili, who was a healthcare minister of Georgian President Mikheil Saakashvili, said that he would not just copy Georgian reforms in Ukraine, he would put efforts into optimization of infrastructure to give each citizen access to medical services.
Professor Vladislav Terekhov of the diplomacy subdepartment of MGIMO believes that Ukraine will need time for reforms: “Ukraine has a population of 46 million people. What sums would be needed to put the Ukrainian economy in order and achieve normal standards of living on the territory? I do not know why such broadcast promises were given, but we see what results they eventually bring. They expected a golden rain right after the EU Association Agreement had been signed. But there has been no golden rain and there will not be one.”
Terekhov does not see Kiev making any wise decisions for separatists in the east.
