North Caucasus to displace imports

Russian President Vladimir Putin said in his Annual Address to the Federal Assembly yesterday that a center will be formed within the framework of the government to coordinate realization of large projects for placement of orders with Russian enterprises, development of national manufacturers and research facilities.

The president called for the creation of industries producing high-quality and cheap medicine and food, reduction of critical dependence on foreign technologies and industrial products in the sectors of instrument design and energy machinery.

According to Putin, industrialists can make use of national raw resources and infrastructure companies when realizing large oil, energy and transportation projects, relying on national manufacturers. “Rational import displacement is our common long-term priority, regardless of foreign developments. Programs of import displacement need to form a massive stratum of industrial companies in Russia capable of competing in the country and on international markets,” Putin said.

This is not Russia’s first attempt to displace imports. Previous attempts have been a failure. The growth of GDP and industrial production in Russia in 1999 by 25% was achieved in the process of import displacement. The government plans to rebuild the economic development model and switch to displacement of imported technologies in strategic sectors, using its own sources of growth. The North Caucasus has a special role in the process.

According to Prime Minister Dmitry Medvedev, the production basis of the NCFD has several massive projects to reduce or end imports in such sectors as the chemical and wood-processing industries. After modernization, the enterprises of the region may be used for displacement of imports in the aviation and medical industries, pharmaceuticals, radio electronics, the defense industry, light industry and production of clothes and shoes.

The largest tungsten-rhenium deposit in Kabardino-Balkaria may provide raw materials for manufacturing of hard-alloy instruments in Russia. The NCFD is focusing on increasing vegetable and grain production, development of gardening, animal husbandry and grape-growing. By the way, a third of all Russian grapes are grown in the Caucasus.

Simultaneously, logistical infrastructure will be developed here to store, process and distribute agricultural products, so that eco products from the Caucasus will be available for as many Russians as possible.

In Dmitry Medvedev’s opinion, communications are very important for development of business. He reminded that the Caucasus was a vast territory with very compact settlements. The population and birthrate in the region is high, so construction of roads and development of communications are of utmost importance, the prime minister supposes. In early November, the Roki Tunnel was opened, connecting the Trans-Caucasus Highway with North Ossetia and South Ossetia. It is the largest Russian project for tunnel construction and reconstruction since the launch of the Olympic facilities.
