EaEU consolidation is natural

23 years after the fall of the USSR, the Eurasian Economic Union will be launched on post-Soviet space on January 1, 2015. Russia, Kazakhstan, Belarus and Armenia will join it. Kyrgyzstan plans to sign the membership agreement on December 23.

Dmitry Zhuravlev, the director of the Institute for Regional Problems, reminds that the USSR economy had been split up mechanically. It was one economic complex. That is why parts of the complex started cooperating as soon as they got the chance, according to Zhuravlev.

The expert drew attention to the role of interregional ties, stating that regions were cooperating with Kazakhstan, starting from Saratov and Astrakhan and ending with Siberia. “The main subject of cooperation is more or less high technology, processing, often elementary, secondary or even tertiary. In other words, added labour, production and what provides the main workplaces,” noted Zhuravlev.

“Thank God the three countries [Russia, Belarus, Kazakhstan] are ruled by very smart people, they created positive conditions and carry on. So, the process of economic unification of the three countries under full independence of the countries is natural. Interregional cooperation shows the naturalness of the process better than anything else,” Zhuravlev said.

Membership of Azerbaijan in the EaEU has been discussed many times, but the issue is not included on the agenda. Experts say that the Eurasian Union may turn out to be attractive for Baku in the future, after proving its efficiency.

According to Saadat Asanseitova, deputy director of the Integration Development Department of the Eurasian Economic Commission, Azerbaijan is one of the CIS countries that formed its legal system in 1991. In 1994, the CIS free market agreement was made. In November 2011, a new agreement was signed, expanding the norms of the old one. “In any case, Azerbaijan gains advantages, uses the benefits of free trade with EaEU countries and has an opportunity not to trade with Kazakhstan, Belarus and Russia separately but with the EaEU, because the union cancelled all customs formalities, sanitary and phytosanitary norms. And entering the market of one country, [Azerbaijan] has an opportunity to enter the markets of all three states,” explained Asanseitova.
