Recently in Moscow, the head of Dagestan, Ramazan Abdullatipov, met the federal Minister of Industry and Trade, Denis Manturov, and signed an agreement on cooperation in the field of industrial policy and cooperation in the field of trade. Also as part of his working visit to Moscow, Abdullatipov met with the Minister of Construction and Housing and Communal Services, Mikhail Men.
According Manutrov, the Ministry is working closely with Dagestan and is involved in industrial projects, a list of which is regularly updated with new ones. Given the crisis, the Ministry of Industry and Trade will support enterprises of Dagestan.
"From the beginning, we have been actively cooperating with the Minister and the Ministry," Abdullatipov said. "There have been numerous meetings, and those 14 projects that we propose, in fact "emanated" from the Ministry. It was a great assistance in the development of the projects themselves. If at least 2-3 of these projects will be held, this is a big plus for the development of the industry of Dagestan.
Denis Manturov explained that there is a list of priority projects, for which there is the possibility of using tools to support the development of industry through the Foundation. In addition to traditional subsidies, with the crisis today, the enterprises of Dagestan will be assisted through the use of subsidies to compensate for interest on loans for working capital, which is essential for the execution of orders not only by the state, but also to provide the current activities of enterprises.
Ramazan Abdullatipov noted that such cooperation is carried out, in particular, as part of the December (2014) Resolution of the Government of the Russian Federation "On urgent measures to ensure the advanced development of the Republic of Dagestan."
Now a program of new industrialization is being implemented in the republic. Industrial production there should increase 250% before 2018. Today, the index of industrial development of Dagestan holds leading positions, but the share of manufacturing in the economy is insignificant, so in Makhachkala it is believed that the import substitution could help out Dagestan from the point of view of industrial development.
So far, large factories here, including the military-industrial complex, are minimally exploited. There are more than 800 thousand sq. m. of vacant space to establish production. One such major enterprise of the military-industrial complex is the Dagdizel factory. Here torpedoes used to be created, and many components were imported from Ukraine, so now there are difficulties. The Kizlyar plant "KEMZ" haa started developing more than 10 new components - Multi Lock racks, aircraft launchers and other things for combat aircraft. The funds required for the introduction of new products are up to 957 million rubles, the expected increase in the volume of production is 1.5 billion rubles. The Aviaagregat factory is ready to make more than 230 new components on the list of the United Aircraft Corporation. The company has won an order for the competitive development of 86 products, which allows in the coming years to increase production to 830 million rubles. In addition, the company implemented jointly with the Moscow organization "Modern Aviation Technology" a project for the commercialization of training aircraft for the Ministry of Defence. In import-substitution on defense production, Gajiyev’s Buinaksk aggregate plant will also participate. The Izberbash radio factory and the production associations "Azimuth" and "Electrosignal" are currently working in this direction in their core industries.
As part of electronic instrument production in the republic, there are several projects. In particular, the plant "KEMZ" involves the creation and manufacturing of chips for private use for acquisition of their own production.
For real creation of these industries in the republic, government support is required, for appropriate investment of projects under the relevant federal development programs.
