The Petersburg Politics Foundation and the Communications Group Minchenko Consulting have published the results of their research on the ranking of governors. The experts have graded the heads of Russian regions based on a five-point system, putting on one scale arguments in favor of their “survival” and of their replacement.
As for the North Caucasus, of the seven leaders of the republics of the North Caucasus Federal District, the head of Kabardino-Balkaria, Arsen Kanokov, was rated “satisfactory”. In his favor was a high concentration of political and economic levers. Against him were loud attacks in the country and a struggle around the tourism cluster (see VK: http://www.vestikavkaza.ru/articles/obshestvo/Criminal/33640.html). The activities of the governor of Stavropol Territory, Valery Gajewski, were also rated as “satisfactory”.
The work of the following governors was considered “good”: the head of North Ossetia, Teimuraz Mamsurov, head of Dagestan, Magomedsalam Magomedov, and the head of Ingushetia, Yunus-bek Evkurov.
The work of the head of Chechnya was rated "excellent", as well as during the last year. The newly-appointed head of Karachay-Cherkessia, Temrezov Rashid, also received an excellent mark for his recent policies. (See VK: http://www.vestikavkaza.ru/analytics/politika/33930.html).
It's interesting that the experts rated the work of Boris Ebzeev, the ex-head of Karachai-Cherkessia, as “good.” Analysts attribute this to the fact that intrigues perpetuated by Boris Ebzeev in Karachai-Cherkessia were evolving too rapidly.
