Little time is left before the start of presidential elections in South Ossetia in 2011. Anatoly Bibilov is the most favourable candidate, with his clear and well-formed strategy for social, economic and administrative reforms.
Local experts say Bibilov does not use shadowy political technologies, unlike other candidates, and prefers dialogue with voters. The head of the Emergencies Ministry says the population is tired of unfulfilled promises and unrealized projects. Bibilov positions himself as a candidate of action and not empty promises.
The main element of the electoral program of Anatoly Bibilov is corruption control. All functionaries must present a declaration on income with accounts of property abroad. In an interview Bibilov said that violations should be followed by judicial process and prison.
Another goal set by the candidate is speedy restoration of the republic, including construction of housing, infrastructure, opening of workplaces and formation of social benefits. South Ossetia will no longer be a surrogate republic and will become self-sufficient.
The reform strategy involves provision of priority growth points to give South Ossetia an opportunity for sustainable development. This primarily concerns agriculture and tourism, which have potential for development.
Bibilov says he is finding support amongst voters. The latest polls say his rating has risen 8.4% in the last 10 days. The South Ossetian independent media center Ir says that 44% of voters support Bibilov. The candidate is way ahead of the others. This shows that it is not the technologies that win but a responsible position and the ability of candidates to be responsible for public expectations.
