Chechnya-2011: political summary


Last year was marked by a number of important socio-political events in Chechnya. Ramzan Kadyrov was re-instated as the head of the Republic by the order of Russian President Medvedev. After that, Kadyrov issued an order that caused the ambiguous reaction of the public: he declared May 10 the Day of Memory and Grief of Chechen Peoples. He justified his decision by saying that Chechen Days of Memory and Grief (such as deportation of Chechens on February, 23 in 1944, the death of Akhmat Kadirov on May,9, 2004 and many others) shouldn’t coincide with Russian state holidays.

By the end of 2011 the Commission for reconciliation of blood feuds summed up its progress. Over the year, 438 blood feud cases were found by the Commission, 433 of them were settled and 3 are now being resolved.

2011 was also marked by the start of the campaign for returning Russian population to Chechnya. A special program worth 3 billion rubles was sent to Moscow for approval. The republic’s authorities hope to attract Russian specialists (the Republic lacks qualified specialists in many fields), and some progress in this task has already been achieved.  A Center for Inter-confessional Accord was created.

The issue of inter-ethnic relations was widely discussed in Chechnya. The republic’s parliament accused LDPR’s leader, Vladimir Zhirinovsky, of nationalism and demanded to remove him from the State Duma, as he called the notorious events on Manezhnaya Square in Moscow “the first spark of Russian’s self-consciousness restoration”. According to LDPR leader, Caucasian people are unable to work or study, while Russian people (80% of RF population) are in need of protection from Caucasians impudence. A month later the Congress of Russian Peoples that held its session in Grozny, called to make the punishments for fomentation of inter-ethnic discord and nationalist propaganda tougher.

Another noteworthy event was the visit of ‘Russian nationalist’ leaders, Dmitry Demushkin and Alexander Belov, to Grozny at the invitation of Chechen government. After meeting Russian population of the republic, the nationalist leaders had to admit that it is not being oppressed and doesn’t want to leave.
