Candidate for presidency of Russia, leader of A Just Russia, Sergey Mironov, said that he would dissolve the State Duma in May and set new elections for December 2012 if he wins the upcoming presidential elections.
Mironov on election reform
Considering numerous violations and falsifications, the citizens of Russia have many reasons to consider the State Duma illegitimate. However, before setting elections of the seventh Duma, the current deputies should change election laws. New Duma should be elected under new law, in ideal – under new Election Code. My presidential program includes adoption of a united Election Code, for all elections in Russia, from presidential to local, would be held according to one document. I’m ready to be the president of a transition period, i.e. conduct necessary political reforms and start social-economic reforms, and no later than December 2013 I would resign and set elections of new president in March 2014. If the citizens of Russia support my reforms, I might stand as a candidate for these future elections.
Mironov on constitutional reform
Demand of following the Constitution is the most important for me as future president. According to the Constitution of Russia, the only source of power in Russia is its multinational population. Today our population is too far from power, and executive functions are fulfilled by those, who don’t reflect people’s will. My presidential program says that conducting referendums on various issues should be easy, natural and absolutely normal. Only through referendums population can rule the state directly.
I have articles on changing the Constitution in my presidential program. I think it is necessary to include electivity of members of the Federal Council into the Constitution. President of the Russian Federation shouldn’t be elected more than twice. Moreover, it is necessary to liquidate immunity of a deputy at all levels. In addition, I will make Declaration of Culture’s Rights by Dmitry Likhachev a law of the Russian Federation.
Mironov on social-economic reforms
The presidential program will focus on political reforms, while social-economic ideas and reforms I will take from the well-developed program of A Just Russia, which we presented at the parliamentary elections. Russia still has no law on state national policy. I would insist the law says that Russians are state-forming nation. Paying taxes in the place of production is a demand of time. First of all, outflow of capital to offshore will stop. Secondly, municipal and regional budgets will refill. I am a firm opponent of the United State Exam, and it is necessary to cancel it. The TV Public Council should be established. A serious Ecologic Code should be developed and adopted.
