The president is sticking to a neutral position, without supporting heads of municipal authorities or opposition to them. He listens to both points of view. By establishing a dialogue, especially with young people, the authorities are minimizing the social foundations that feed the militants. The president adds that the resources for dialogue with the militants have not been exhausted yet.
Most protests come from the Kumyk community. The influence and forceful arguments of a public figure, member of the social chamber and head of the ‘Tolerance’ organization, Absalitdin Murzayev, prevented potential excesses during the most massive meeting of the last 3 years. In his interview to our correspondent he said that the meeting of February 16th mainly consisted of young people that take offence at injustices towards their people especially acutely. The meeting was a result of the construction on Tarki-Tau mountain slope, the symbol of the Kumyk people. The Kumyk people believe that no construction sites should be on the mountain slope. At the same time there was a change of government. There are constant meetings of people from the villages of Tarki, Kiakhulay and Alburkent, who were forced to move to the lands of Chechnya in the Novolakskiy region. The union of social organizations ‘Splochionnost’ (Solidarity) and ‘Tolerance’ managed to direct all the actions into a constructive dialogue. They sent a note to the Ministry of Regional Development expressing the problems of Kumyks. A representative from the ministry arrived at the place of the meeting to get acquainted with the situation.
The authorities need to carry out an inventory of land for far-pasture animal husbandry. There is a land surplus that should be given to the local economy. For example, the village of Lvovskoye-1 had a conflict situation. 784 hectares are in the ownership of the agricultural productive co-operative of Kazbekovskiy region. Under the cover of the co-operative, individuals possessed tens of thousands of hectares of land. The local villagers could not make use of it. An uncontrolled mass of people wanted to blockade the federal road, burn down the farm units and eject the workers. They were stopped. But the problem remains. There is a commission established for every case, but no decisions reached. There are 350 farm units in this village, over 200 families in the north. But the head of the region fails to provide them with land, though the number of young families has increased. That is why the land resources need redistributing, Abselitdin Murzayev explains.
