Russia offers to send convoys with humanitarian aid to Donetsk and Luhansk and other cities under the auspices of the International Red Cross Committee (IRCC). According to Russian Permanent Representative to the UN Vitaly Churkin, 1,367 people died in the east of Ukraine. “Thousands were injured, dozens of them being children. The horrible figures grow,” emphasized the diplomat.
Sergey Kobets, the director of the international department of the Russian Red Cross, asked the IRCC to confirm or deny that it qualifies the events in Ukraine as war. Kobets reminded that “the Russian Red Cross is a component of the International Red Cross and Red Crescent Movement… Every national society operates in its country, the Russian Red Cross operates on Russian territory, the Ukrainian Red Cross Society operates on the territory of Ukraine… We do all our work abstracting away from political moments, we evade political evaluations. The priority and the only content for us is the vulnerability of the population. We, the Ukrainian Red Cross Society, the international Red Cross Society, the International Federation have always been for and always will urge, without giving evaluations of the political situation, the need to protect the peaceful population and help all people in need.”
About 4 million people are in the zone of war in Ukraine. It has all the signs of a humanitarian disaster, judging by their conditions. Houses in Luhansk have no electricity, water, stationary or mobile communications, garbage disposal services.
Kobets told Vestnik Kavkaza: “Projects to help the socially-unprotected population – the elderly, pensioners, children, the handicapped – have been realized for a long time and shown their efficiency. Naturally, at first, they were realized based on the situation after armed conflicts in the North Caucasus. The projects are becoming more humanitarian, associated not only with the repercussions of an armed conflict but also aid for the population, support for the categories of the population, providing them with aid to make life stable. We cooperate with state structures so that our regional offices can have a much greater impact.”
Together with the International Red Cross and Red Crescent Organization, the Swedish and Czech Red Cross Society, the Russian Red Cross realizes projects to help compatriots who failed to gain citizenship in the Czech Republic or Sweden to return to Russia. “Many of them are natives of the North Caucasus. We give categories of the population legal and social support. They include many socially vulnerable, disabled people. We try to give them all the necessary support and assistance in adapting on Russian territory based on their regional offices,” Kobets said.
