President Giorgi Margvelashvili received an invitation to the conference too, but the Georgian government has been trying to convince the president for quite a while that only one delegation should go, so as not to cast a bad light to the image of the country. So far, the president has been insisting on going to the UN talks, Georgia Online reports.Constitutionalists associate the confusion around the functions of the government and the president with the constitutional model. One of them, Vakhtang Dzabiradze, clarified that Georgia today is not a classic parliamentary republic, it is a country with a mixed system. This means that the president and the prime minister have certain functions affecting the executive power. The president has little executive power, though he is the commander-in-chief of the Armed Forces and the head of state. In foreign relations, he represents the country, the Security Council is subordinate to him. Dzanibradze believes that uncertainty of the functions causes confusion. The government has no mechanism to impeach the president. The president cannot dissolve the government, he can only initiate a session to discuss its dissolution. Dzanibrdze assures that such confusion is common in many countries with mixed governance.* * *Dagestani Minister for Industry, Transportation and Energy, Kazbek Kandaurov, told the Dagestanskaya Pravda paper that a federal program for import displacement will have been formed by November. Five industrial enterprises of Dagestan may be included in it. Dagestani factories will get about 1.5-2 billion rubles from the federal budget for modernization. Dagestan may get orders to produce products worth 5 billion rubles a year.According to the minister, the Russian Defense Ministry is ready to grant funds for production of “Ichthyosaur,” a new product developed and launched by Dagdiesel. Dagestani enterprises will develop electronic components for the machine.Aviaagregat is preparing to release components for the SR-10 plane used for training pilots, construction of a factory for assembling Chinese vehicles. Chinese investors will grant 20 million rubles to create 26 dealer and service centers all over Russia. Seven of them will be opened based on Aviaagregat. The enterprise will launch production in three stages. In 2016, it will be producing 30,000 cars of five models.The sides plan to start realization of their deal in January-February 2015. Aviaagregat needs 1,500 workers and over 500 medium-level engineers. It will need even more high-skilled specialists in the future. A republican staff-training program is needed for Dagestani industry.* * *According to the Yuzhnaya Ossetia paper, the South Ossetian Republic has improved demographically in twenty years of fighting for freedom and independence. The fact that 717 first-graders started studies this year, exceeding the number in 2013 and 6-8 years ago, is one of the indicators. Another indicator is unprecedented queues to nurseries, they expect to see 2018 children this year, according to the Education Ministry.The birth-to-death rate in the republic has dropped 2.5 times in the last three years. The Justice Ministry calculates only the birth rate in the republic. Many mothers visit North Ossetia and other regions to give birth, where the conditions are better and opportunities to gain maternity capital are more favourable.According to the South Ossetian Healthcare Ministry, the birth rate exceeded the death rate by 183 people. The country still needs programs to support young and large families, solve housing problems, boost the economy and employment in order to prosper.* * *The Kabardino-Balkarskaya Pravda paper informs that the main problem of the latest session of the parliament Kabardino-Balkaria was amendments to the regional budget in 2014, 2015 and 2016. The income and expenses of the republic changed in accordance with adjustments in the volume of donations from the federal budget and other sources. Income of the local budget increased by 815.8 million rubles due to income from education and culture services (9.9 million rubles), donations to the budget (624.8 million rubles) and purpose allocations from the federal budget (181.1 million rubles). The republic received 335.2 million rubles left after accomplishment of federal purpose programs. Lawmakers decided to spend the additional income on social projects.* * *The Baku Education Complex of Talents opened in the Azerbaijani capital last week, the Kaspiy paper and socarplus.az report. The center will find gifted children all over the country and teach them according to modern standards. The Heydar Aliyev Fund and the SOCAR financed the construction of the Complex.The education system there will consist of a special program, starting from the nursery. The Complex has a swimming pool, a dormitory, science laboratories, a figurative art center, a conference hall, a video hall, a theater studio, a fitness hall. Classes will be held by 21 foreign English-speaking teachers. They will have local assisting teacher each.Children at the Complex are taught linguistics, Math. “The ideology of our Center is based on a British education model, taking into account local traditions. We focus on early education, physical and intellectual development of children from nursery. It gives splendid results, children have easy understanding of knowledge delivered in both languages in game form,” says Graham Pollock, the director of the education center.
