Moscow finds support in Baku

Russian Vice Prime Minister Dmitry Rogozin arrived with a delegation in Azerbaijan today to discuss the goals set by Presidents Vladimir Putin and Ilham Aliyev at their recent meeting in Sochi. The sides were discussing formation of a high-level working group to expand cooperation in the energy sector. The level of the Russian delegation provides hope that the issues on the agenda of the 14th session of the Azerbaijani-Russian inter-governmental commission for economic cooperation will be given solutions fast.

Ilham Aliyev received the Russian delegation before the session of the commission. He recalled the meeting with his Russian counterpart in Sochi and stated that there were good opportunities to boost trade turnover and expand economic cooperation.

It is especially topical for Russia in the context of the sanctions imposed by the European Union and the U.S. Moscow has found support in Baku in this aspect. Azerbaijani Vice Prime Minister Eyub Yagubov was pretty peremptory about the problem: “The European Union is putting pressure on Russia but no one will break the RF, it will never bend.” Eyubov stated that Azerbaijan had always considered Russia the closest and most brotherly country. In his words, the two countries should be together in the tense international situation, it is the only way they can be strong.

According to Dmitry Rogozin, the trade turnover between the two countries reached a maximum of $3.6 billion in 2013, exceeding the volume in 2012 by 5%. Concerning realization of decisions made by Vladimir Putin and Aliyev to form a high-level group for energy within the framework of the Russian-Azerbaijani inter-governmental commission, formation of a pool of extracting companies to form and exploit crane vessels may become an option.

Before visiting Baku, Rogozin asked LUKOIL and the United Shipbuilding Corporation (USC) at a council on prospects of developing shipbuilding for petroleum projects to come up with offers for the Azerbaijani side. USC Head Alexey Rakhmanov and LUKOIL Vice President Azat Shamsuarov believe that forming such ships is very costly for some companies, so Russian and Azerbaijani companies extracting oil could unite and build such vessels by clubbing together.

Russia remains the main trading partner of Azerbaijan in the CIS, it is the main importer of Azerbaijani goods. The two countries had a trade turnover of $2,583,022,850 in 2013, $922,740,510 in the first half of 2014.

In a situation where Russia is in need of import displacement for products and goods on the sanction list, the balance of the goods markets of Russia and Azerbaijan are the main goal, according to the Russian vice prime minister. “Our primary goal is balancing the goods markets, prevention of excessive price growth for agricultural and food products,” said Rogozin.

The demand for Azerbaijani products in Russia may lead to price rises in Azerbaijan. There have been long talks about expansion of Azerbaijani agricultural exports to Russian markets but projects for logistical processing and storage of them have only been presented recently.

Russia and Azerbaijan have already signed an agreement to form an exhibition and trade center of Azerbaijan at VDNKh in Moscow.

70 companies with Russian capital operate in Azerbaijan. Russia has invested $628.4 million in the last fee years, Azerbaijan has invested about $500 million in Russia.

The sides plan to speed up work with documents on cooperation in maritime transportation, customs control of goods, power lines and pipelines, tourism, youth policy, labour migration, migration and crime control.
